MAYOR - Scott Schultz

Mr. Schultz was elected Mayor in 1999. He and wife Nancy are owners of Schultz's, a furniture, flooring and gift store located on Washington Street in St. Francis.

They have three children: Jennifer, Josh and Jessica.

Roger Jensen
After graduation from Fort Hays State, Roger moved back to his home town where he has been a Building Contractor for 35 years.
Roger has served on City Council for 15 years. During his tenure on the Council he has been involved in the purchase and renovation of City Hall, the building of the E.M. S. building, the updating of the sewer infrastructure, the renovation of the Scout Hut and the ongoing renovation of the Bandshell.
His hobbies include hunting, traveling, and music.
Roger has 3 grown sons and 2 grandchildren and is expecting a third in the Fall of 2014.

Carla Lampe
Carla has served on city Council for 9 years. She enjoys many aspects and challenges of serving on council, especially working with the administration, employees and citizens of St. Francis.
Carla is Vice President of First National Bank in St. Francis.
She enjoys volunteering and working in the community, time with her family, especially grandchildren and many hobbies.
Carla and her husband Rod have three children and five grandchildren.

Bruce Swihart
Bruce is presently in his second term on the St. Francis City Council.
He has been a teacher for USD 297 for 36 years in the elementary and Jr. High Schools.
He has been married to Shirley Swihart for 36 years. Together they have three children. Ben and his wife Karin live in Chicago where Ben attends Northern Seminary. Seth teaches 5th Grade and is an assistant football coach for USD 297. Addie is employed at Sterling College (KS) as a resident director.
Bruce is or has been active in community theater, Cheyenne County Kansans for Life, First Baptist Church, AWANA, Pool Board, Promise Keepers, Scouts, and various other organizations and activities.
Some of his hobbies are pheasant hunting, reading, walking, motorcycling, politics, and promoting debt-free living. He loves living in St Francis and desires to serve the residents of St. Francis to the best of his ability.

Paula Keller
Paula is a Court Stenographer.
Her husband Perry is a Farmer/Rancher and they have 2 children, Nicolas 28 and Holly 25.
Paula has been a resident of St. Francis for 36 years.

Dale Weeks
Dale was raised in Sheridan County and graduated for Hoxie High School in the class of 1976. He attended the Goodland Vocational Technical School for carpentry and graduated in 1978 with a degree in Carpentry Construction.
He moved to Cheyenne County in 1978 and worked construction until 1987, worked one year for Wheeler Cooperative Mercantile Equity Union and then became General Manager in 1988 until present.
Dale is married to Sherry Weeks and has 5 children and 10 grandchildren.
Dale has served on City Council for 11 years, Peace Lutheran Church Board as Property Commission, Stewardship Commission, and Public Relations. Served as a Cheyenne County EMS for 4 years, and St. Francis Volunteer Fire Department for 20 years, retiring in 2010
His hobbies include fishing, camping, woodworking projects in the garage, and collecting old coins.

JR has been City Superintendent since 2001. His duties include supervising the eelectric, water, sewer, street and parks departments. In 2002, JR spearheaded the effort to bring the wireless Internet to St. Francis. (The City sold the Internet to Eagle Communication in 2005). Working closely with the City Council, JR plays a vital part in the management of the City.

CITY CLERK - Lila Whitmore

  Lila began working as the City Clerk in the spring of 2015.   She grew up in Goodland and graduated from the Northwest Kansas Technical school in Data Processing and Electronics Technology.  She and her husband Jerry, who is a St. Francis native, were married in 1982 and lived in Wichita and Colorado Springs before moving "back home" in 1999.  She worked for 33 years as a Technical Solutions Consultant with Hewlett Packard before beginning her career in public service. Her husband is employed at USD297 and they have three children:  Matt, a business analyst in Dallas, Texas; Logan, an Electrical Engineering major at K-State; and Sarah who is studying Early Childhood development at Fort Hays State University.  They also have 5 cats and two dogs.  In her spare time she enjoys playing piano and guitar.

CITY TREASURER - Jennifer Blair

Jennifer has been the City Treasurer since 2005. Her duties include utility billing and helping manage the City‚€ôs money. Jennifer and her husband Dan have three children and three grandchildren.

Michael J. Day has served as City Attorney since 1976. He is a partner in the Kite and Day law firm located on the main street of St. Francis. Mike and his wife Brenda have two children: Kendall and Erin.

Judge - Robert VanAllen

Judge VanAllen and his wife Barb live in Wheeler, Kansas and have two sons, Darren and Craig. Judge VanAllen was appointed as Municipal Judge in May of 2007.
